Hey all,
A colleague of mine was doing research on the At Large SBOE race and discovered this about Jacque Patterson. I didn't think it possible for DC candidates to be MD residents, I'm pretty sure they can't. Either way, curious to hear your thoughts
"Doing a basic name search on Google I came across a WaPo posting which led me down a rabbit hole of what appears to be strong evidence suggesting that Jacque Patterson has been an MD resident since 2016.
It started with a link to an announcement of new home sale of
[REDACTED] Upper Marlboro, MD 20772 in the Washington Post. Publicly available information from seller shows sale to candidate Jacque Patterson and candidate's wife.

It gets weirder, I searched Maryland Department of Assessment and Taxation records indicating
[REDACTED] Upper Marlboro, MD 20772 as PRINCIPAL RESIDENCE of candidate and candidate's wife. Principal residence is defined by MD Code Of Regulations (COMAR 18.07.03.01 (B)(3)) as
"the one dwelling where the homeowner regularly resides and is the location designated by the owner for the legal purposes of voting, obtaining a driver's license, and filing income tax returns."
Even weirder, I searched PG County tax records showing the purchase of property [REDACTED] Upper Marlboro, MD 20772 and subsequent tax payments dating back to 2016. Most recent payment made 9/14/2020. Property is listed as PRINCIPAL RESIDENCE. Again, principal residence is defined by MD Code Of Regulations (COMAR 18.07.03.01 (B)(3)) as "the one dwelling where the homeowner regularly resides and is the location designated by the owner for the legal purposes of voting, obtaining a driver's license, and filing income tax returns."
Jacque's Statement of Candidacy filed 6/12/2020 under DC address [REDACTED] Street, SE, Washington, DC 20020

Publicly available tax records identify the above property as being owned by candidate Patterson, however no publicly available evidence indicates that the above address is the principal residence. In fact, candidate
Patterson is NOT receiving the DC Homestead deduction, which would suggest this property is no longer eligible.
Finally, candidate Jacque Patterson is currently taking advantage of a semi-annual tax payment system only eligible to MD residents. "Tax bills must be paid by September 30th in full unless paying semiannually. Semiannual payments are offered for owner-occupied residential property only. Your tax bill must have the statement 'Principal Residence' on it."

To put a cherry on top, based on publicly available DC Superior Court Records, Patterson has been sued multiple times in the last several years for NOT paying the HOA dues on his DC property. Why, with two kids, would he live in a 1200 sq foot home in DC when he has a 3600 sq foot. half million dollar house in Maryland where he claims residency? Jacque attempted to run for At Large SBOE in 2016 but he was disqualified due to insufficient valid signatures. Did he move to MD after that? I feel like I have no idea who this guy is."
To summarize, it would appear that Jacque Patterson, as of most recently available public tax records, is a resident of Upper Marlboro, MD. The PG County tax records which indicate Patterson's principal residence at Upper Marlboro, MD 20772 are current as of 9/28/2020. However, he has used a property in DC to presumably register to vote, and subsequently file as a candidate. This seems to be against some Board of Election rules but honestly I don't know enough about DC election law to say for certain.
