Why would anyone do this? Whenever someone declines and invitation we just reach out to other friends. Or we hang out with just our family, which we always enjoy. I just don't even understand this sequence of events. Why would you try to coerce people into hanging out? Wouldn't it just be awkward and miserable?

That is so rude and awkward. I especially hate the "no one could make X date so now everyone fill out this Doodle poll and..."
No. Not everyone can make it because we all have busy lives and schedules, or we aren't comfortable with your COVID plan or whatever. It's not a matter of one date, it's a matter of just have your event and move on. Not everyone can make it. That's fine.

I have a family member that pushes. I politely decline 2 or 3 times. Then dive a firm no. On day of event they call and ask what you are doing?

It's not a good look. Ever. Especially during COVID.
A prompt and polite "we can't make it" or a click of the "no" on the e-bite is the end of it. It's not an opening for pressure, guilt trips, or questioning.
Stop. Just stop. And if you get a vast majority "no" responses, don't try to turn it into something else or try to go five rounds of alternate dates. I don't care if it is outdoors, or you have a "safe" plan. The answer is N-O. Drop it.
