A charter can not legally do that. Their charter would need to be modified.

If it is an easier to get into school, they may just be taking their chances that most people will decline, and if they do end up with a few kids more than planned, they'll deal.

right now people who typically would have jumped are not. They list also moves very quickly now as that are getting close to count day. If someone does not respond in a few hours, they move on.

Don't want to be too specific but we got an offer for a school where we are way down the wait list. Seems strange?
