What lack of leadership? He's stated it's OK for schools to open if they meet the state-wide metrics, and all of them do currently. Many counties, like Washington, Allegany, Garrett, Hartford, and Baltimore have either started reopening or will do so in the next few weeks.
He can't _force_ schools to reopen since schools are at the county level not state level, but he can _allow_ it.

Sill, I think you should open them as soon as possible. There's no reason not to open (well, except for budget, bussing, and other logistical issues).

Honest question...if school districts haven't been paying to air condition or heat schools, electricity except minimally, fuel up school busses, etc., what have they been doing with that savings?
