PP here. You didn't mention how often you're changing the whole box, but given that you have two cats using one box, I'd recommend using plastic litter liners so that twice a week, you can bag the whole thing and start fresh. If you still smell urine (is that what you're smelling?) after you've completely cleaned the box, a black light would help you discover if one of your cats missed the box one day. If that happened, Nature's Miracle should get rid of the smell.
