We just got a new roof in late July and our roofer definitely got a permit - it happens to be sitting on the desk in front of me - $257.55.
Your roofer is making the probably sound bet that there is a low likelihood of someone calling DCRA but it isn't much money and if you get a stop work order it will be a hassle to deal with so not sure why you wouldn't get a permit.
There are some requirements that some old roofs don't meet so the roofer could be trying to cut corners on that by making sure the city never checks the work.

Did you have a large roof where neighbors could see you doing the work? If a neighbor tattles it could cost you a few grand if an inspector could catch you in the act. Anyone else skip the permit?

My roofer said they don’t do the permits anymore. With Covid it’s all online, but he also said that after 24 years of this, don’t waste out money and time. He said if an inspector were to come by, he’d tell him they were repairing, not replacing.

I just called them up and they said I don’t need a permit to replace my roof unless work is being done inside the house ... but outside the house — for the roof — no permit required. DCRA told me this. This can’t be true, right? New to DC. Bought a house that needs a 1000 sq foot roof replaced.
