As a former server, I’d much rather you wave at me or give the high sign than fume because you want my attention but don’t have it, for whatever reason. Just don’t snap your fingers.

It's not rude. I think it's helpful as long as once you get the waiters eye you stop.

I find it’s especially effective — assuming the server identifies as she/her—to wave my arms and yell “Miss! Miss!” in the most grating NYC accent I can imitate.
