There are almost always cars coming behind you if you are trying to parallel park, unless you parallel park in the middle of nowhere. As long as there is adequate distance behind you and you signal, you're fine. People just need to be patient. Car B was impatient and caused an accident. Car A was doing something perfectly legal.

I assume the front of Car A hit the side of Car B as the front of a car backing into a parallel spot swings outwards? Car A is at fault. Car B is however, an impatient arse and if there is any contributory or comparative negligence rule in the jurisdiction where this happened, their recovery should be reduced or eliminated.

Agree, Car B at fault.

Only possible exception I can think of is if A was mostly in the spot, B had room to go safely by, then A jumped out and sideswiped B trying to improve the angle of the park or something like that. Even then, B should hold their horses.

Car A. The vehicle reversing is almost always considered at fault.

Car A should be looking in the mirror to see Car B approaching and honk if it doesn’t appear they see the car but Car B should not try to go around if it wasn’t passable.

Car B is an impatient idiot. I'm not sure whose fault it is on a street. I think if it happened in a parking lot no fault would be assigned (at least in MD).

Generally, a car in the lane has the right of way, and other cars may pass only when it is safe to do so. If Car B tried to pass Car A without adequate space, Car B is at fault. Also, in the case of a rear-end collision, the car in the back is almost always considered to be at fault.

One way street with parking on both sides. Car A stops to parallel park in a space, backing into the space. Car B (coming from behind Car A, obviously), tries to pass while Car A is still backing into the space and the two cars collide. Who is at fault?
