It should be easy to clean of a "cement" floor. A scrubbing brush with good old soap and water should do the job.

—IF— you’re completely comfy that your kitty won’t go there, and if you don’t have chemical sensitivities, pls grab a used kitchen scrubber that you’re willing to sacrifice and some watered down bleach. Scrub and wash down after. Then apply pls make sure that the cat box isn’t too close - if it’s too close it will really irritate a cat whose nose and eyes are only six inches above the ground.

You might want to carefully check the litter box. Is your cat sending you a kidney or other digestive message, or did the box need to be changed and not merely scooped? A bad smell is just as troubling to a cat as the cat’s family - their sense of smell is quite sensitive and on occasion they will go outside the box as a message that a cleansing is needed.
