My bathrooms are clean, toilet seat is always down, and there is no dribble mess on the floor. They eventually learned how to pee standing up when they were a bit older, but they only do this outside the home. Could you get your husband to model sitting down to pee?

If he’s too short, he can sit. Standing on a stool trying to pee at this age is an invitation to fall and get a concussion.
My kid at that age as standing on a wide stool with no slip treads to brush his teeth and wash his hands, both of which are more complicated motorically than peeing. You can use a potty the first couple times if you're really concerned.
The biggest issue with little boys standing to pee is that sometimes they forget they are peeing and turn around to look at things behind them. The second biggest issue is that sometimes you're behind them.
