Sounds like a fund idea. Airports usually have the largest fleets.

Enterprise, Alamo and Payless all offer convertibles at DCA. Use any travel aggregator site (Travelocity, Priceline, etc) to see which companies over convertibles.

See if you can find a Mustang locally. That’s the most common convertible in rental fleets. But they’re way more common in FL and CA than here.
A Jeep would be fun too. Take the top and doors off. Pretend it’s a giant golf cart.
