I believe it comes from the FEMA disaster relief fund which doesn't have finite amounts per state for disasters. Look at the hurricane states...floods, tornados. Hurricane Sandy-NY, NJ. So a state 's taxpayers have paid $ that ended up in FEMA disaster relief and now because of politics choose not to take this money for it's taxpayers who are unemployed because of covid 19? We have family in MD and they are fine with the money. This is a great payback for the DMV which other than some coastal areas gets almost no FEMA expenditures.
States that got off their duff have unemployed workers that will get the bulk of the 44b . VA might only get 3 weeks or $900 per unemployed.
