Please read 'Voter's Statement + Signature #8 AT BOTTOM from this mailing: Section 8 reads:
"I swear/affirm, subject to felony penalties for making false statement pursuant to VA Code 24.2. 1016 that

2. I am not requesting a ballot or voting in any other jurisdictions in the US
3. " "I am registered to vote in the City/County where I am applying to vote
4. If I checked box in Section 3 to vote by mail for the calendar year, I will likely likely remain eligible to vote throughout the calendar year. Please note, "Section 3 on left at top is Annual Vote by Mail and it is OPTIONAL to fill: first question is do you want to vote by mail for all elections this year. Problem is, if you mark it yes and move/die primary election ballots will still be sent to address on file.

I got this too. It’s not spam. It directs you to request absentee ballot online at vote.elections.virginia.gov, which is a legit site.
