If it's just a standalone daycare (not a corporate chain) and there's no one above the director, then I would both email the director AND contact OSSE (state superintendent of education), which regulates DC daycares. DC public schools had an issue with this last year, and it got quite a lot of attention in the news. I'm certain OSSE doesn't want another repeat of an incident like that, especially involving children who are too young to speak or advocate for themselves.

I feel like they should ask for her ID the first time and if they recognize her the next then fine. But she didn't even give them her name, just said "I'm here for Larla" and Larla cried and they said have a great day!
