Could you please provide a link? The dealer is not acknowledging this policy.

Yeah I was going to say seatbelts are pretty easy. Try cleaning out the buckle and see if that fixes it. If not, depending on the vehicle you could probably pull one from a junkyard pretty easily. Or the Pick-a-Part in Fredericksburg will pull parts for you at a nominal fee. Then just swap it in; they're almost always just one big bolt.

Be careful disconnecting and reconnecting the pre-tensioner. Disconnect the battery before doing so. An electrical contact arc can potentially set them off, and they ARE an explosive.

Isn't it only the front seats with pre-tensioners?

Shine a flashlight into the part you put the buckle into (i.e. the receptacle). Probably there is an obstruction in there. Try spraying compressed air in it to see if it dislodges it. If possible, try to shake it out.

No. No. No. No. No. No.

Essential safety equipment is not the place to DIY.

Do not DIY this. You/your passengers lives are worth more than your imagined cost savings.

I would not do this myself, and I'm pretty handy.

Has anyone fixed a seatbelt that won't latch? (Our car is a 2015 Highlander).
Is this something that can easily be fixed DYI? A link to good instructions would be great if possible.
How much would it be to have fixed in a garage? Thanks!
