I don't really understand what happened....these people were in the street and were mad when someone tried to drive around them, and then chased her down and blocked her in?

This was on Wisconsin Avenue near/at the TD Bank. I guess protestors are now allowed to close streets and highways as they see fit. A DC drivers license plate was posted as well as a picture of the driver and the name on a id tag of a policeman. So anywhere in DC or anywhere else people expect to be able to drive down public streets, have a pharmacy, grocery store, etc. Fear of a driver surrounded by a mob?
