Meaning schools will be providing computers to loan to students, more classroom hours for tutoring online, and wireless receivers for students + teachers. Not one-on-one private tutors for each student.

Knowing how to read, and knowing how to teach someone else to read, are different skills. That's what teachers go to school for - to learn how to teach.

No, that's only for children displayed by personal responsibility by picking parents with money/time/connections to be born to.
