My sister lives in Sacramento. It's affordable and safe, don't know how "lively" for young people but it's a nice place for a family.

Assuming you can afford it, the best places would be LA and San Diego. SD because it’s young and fun, so choose that if you prefer to live in a beach community. Choose LA if you prefer more urban/scrappy. In LA, the best areas would be on the westside, especially, Santa Monica, Venice, Marina Del Rey, Culver City, and South Bay communities like Redondo, Hermosa Beach and Manhattan Beach ($$$)
