It's possible they are still experiencing staffing issues especially if the COVID closures this spring impacted their ability to interview and hire lifeguards. Plus, they definitely had to think through how they would stage/limit people coming in and out of the pools and through the locker room areas, not just the logistics of setting up the lap lanes.
Ok, but how come other pools in the area can get their act together?
