Yes and they do check.

If she has a job in August, she just has to prove that she’s looking for temporary, but she might not even have to do that.

Presumably she was a legal employee and you paid into unemployment and ss for her-otherwise she has nothing.

You file in the state where you performed job. She should file in the District which is better for her and not for you.

Where did you pay unemployment insurance? If you paid into DC, that’s where she collects, same if you paid into VA. If you didn’t pay, she can file in either, and they’ll come to you for back payment and fees.
