As for sandy point, they usually have bathrooms but I imagine they aren’t open.
There’s a Wawa about a mile away that’s open so you could drive there - I’m assuming their bathrooms are open since they’re letting people inside, but I’m not positive.
The other restaurants definitely aren’t letting people inside.
North Beach and Chesapeake Beach might be easier options.

Have you been to Piscataway Park? They have a fishing pier and trails and it's really close.
