They cannot staff the Parks because most of the seasonal workers live in dorm style buildings, which cannot happen because of social distancing issues.
So don't expect the national Parks to reopen.
Heck, the answer is actually pretty easy if you have ever been to these Parks during a busy season. There are large crowds and no social distancing. The bathrooms are crowded every where. The most popular attractions and trails are packed.
