It doesn't look like the officer had much time to get back in his cruiser and put it between him and the victim.

Also, you could hear back up's siren but just didn't get there in time.

I felt bad for the officer repeatedly saying he doesn't want to shoot the guy and don't entirely understand the actions of the victim.

This is what police in European countries do. They are trained correctly. Here it's "shoot before you think of less lethal options".
