It looks like FEMA has denied this story and told the county and State how to address a complaint if they feel this has happened. I would say that it is on Loudon County to prove this. Not just leak a story about should have, would have, could have.

FEMA put out only a generally statement that didn’t even address their specific complaint. If Loudoun County goes through FEMA’s process, their complaint will probably be buried no matter how valid, so Loudoun’s only recourse is to make the issue public.
This should not even be a story without and invoice and a bill of lading from the supplier. Simple as that. Until Loudon County provides the bill of sale and the bill of lading stating that the shipping company has received the goods, this is on Louden County.
I saw this story and wondered why the county attorney was not there. Chances are that they were not there because they knew that they did not have a legal leg to stand on. This story sounds like sour grapes.
