Right but if she gives up the spot in July, she's not taking it from anyone. And, the person who accepts the spot in July is more likely to be someone who doesn't have another option, so you could argue that that's more helpful.
That other person will lose a depsit and maybe full tuition because they needed their child to be somewhere, and OP is sitting on the free option.
