It seems like the person who initially tests negative would be tested again if they still have symptoms... so you would have done two tests and obtained likely two different results... or not. But, if someone is positive the first time, I can't imagine why they would be tested again.
A person who has previously tested positive is tested once again when they display no more symptoms to verify that they are in fact COVID free. You must pass two COVID tests taken on different days to be declared 'recovered' in most states. So that being said, most people who test positive for COVID will take at a minimum, three tests. The one that diagnosed them as a COVID patient, and then two to be taken off of COVID protocol.
What this report infers is that those three tests will simply be lumped in the tests administered and number of persons infected sub groups. What the data allows for VA to do now is to collect all of the data and differentiate between unique persons being tested. I suppose the Governor may have some reason that he does not want that degree of specificity, but he has it for the time being and certainly his department of health can maintain in.
