It's a good thing you two found each other! There is no way a HOA is going to let this thing stay. You neighbors' have probably all complained. Please post your neighborhood, I'd love to see it.

Not OP, but the HOA can fine you for violating the rules. If you don't pay the fines, they can put a lien on your house.

What is the appeals process?

We had a neighbor publicly petition the HOA to allow a temporary change to the guidelines forbidding deer fencing in the front yard so she could start a "victory garden" because she was having trouble finding produce in the store. They considered it and said no because there were viable alternatives (motion sprayer for deer, farmer's markets, and farmer produce shares).

If you appeal but also let your neighbors know about your situation, maybe someone will have a workable alternative. Or if lots of neighbors want to attach a "disinfection structure" you may have support.
