https://www.prepaidmaterials.com/usbankreliacard.html seems like a moneypass ATM would be free?
But I wonder why they're not using Suntrust or Bank of America or something?

So, ATM charges come from both the bank which hold the money and the bank that owns the ATM. So you actually get charged to use an ATM twice in most cases. Most banks do not charge you if you use their own ATM as they are the sole person the traffic is going through. Even if you have a bank which claims free withdrawals that only covers their end of the transaction, you will still get charged by the bank whos ATM you are using. A lot of checking accounts will offer ATM reimbursement for up to $50 or so, where you can use any ATM and you will be refunded all fees up to that limit for the month.

It sounds like USBank is telling you that they did not charge you for accessing your money, but the vendor of the ATM you used did. They want you to contact them about the refund.

(I just looked them up. They use the MoneyPass network which often does allow the merchant to charge a fee. It says that on their website.)
