Dance workouts.

Stairs.

Jumping jacks.

Are there any good hills in your neighborhood?

There are lots of ways to do cardio that doesn't involve running!

Those suggestions are still not low impact so may be still bad on OP's knees...Since the the legs are the biggest part of your body, it's really hard to do cardio that doesn't involve them except swimming or rowing and the like. Perhaps biking?

If OP can handle tennis, which involves lots of starting, stopping, and twisting, their knees should be able to handle these activities.

OP USED to play tennis but now has a bad knee. Can any of you read.

Stairs, hills, and (some) dance are absolutely low impact and great cardio, as well as leg strengthening exercise.

Not getting into the dance thing, but I'd say any form of cardio where gravity is part of the resistance + repetitive knee joint movement can under certain conditions be bad for the knees. Yes, it's low impact where there not much shock to the knees, but depending on OP's knee condition, those exercises are not necessarily not bad.

Swimming isn't possible right now since all the pools are closed.

A bike is great cardio that’s easy on your knees. So is swimming.

How important is cardio? I'm having a tough time in the current situation. My knees just can't take the pounding of running. I used to play tennis 3 times a week generally which was my cardio - plus I did Pilates and some elliptical and weights at the gym.

I can go on long walks with my dog but having difficulty finding something that can get the heart rate up enough to call it cardio.
