Wait, how is UMD not quality? It's one of the best public universities and great programs in certain fields, like computer science. And, no, I'm not an alumni. If you want no good in-state schools, you should try where I'm from.
UMD is nothing in comparison to UVA. The main problem with the Maryland school system is the bench isn't deep enough. If your kid can't get into UMD or doesn't want the Big 10 scene, there aren't really other options.
