Also, there are trampolines with handle bars that were really safe for 4-year-olds+!

Gonoodle and cosmic kids have good songs and videos to get kids moving around.
We also saved crib mattresses (we have 2 as we had2 in cribs at the same time) and put those on the floor for them to jump on. My feeling is a mattress on the floor is safer than a trampoline and it would be cheaper too.
Also like the suggestion of setting up obstacle course w little stations they do. Supplies you could use: cones, balance beam, stepping stones, hula hoop, jump rope, I made a cube out of cardboard and tape and each side has a different physical instruction (jumping jacks, arm circles, hop like a frog, etc) so they are supposed to roll that and do whatever it says.

Make him some pants out of swiffers and let him go. Also you could attach a toy to a string and make him jump to try to get it, you know, like he's a cat. Also just send him to fetch stuff for you or do a scavenger hunt that sends him up and down the stairs.

We broke down and bought a full set of indoor monkey bars from limikids. Expensive, but worth it. Had it for two years, and it still a lot of play. If you search for "indoor jungle gym", you can find a lot of indoor-playground type equipment.

Are you open to screen time? We've found a ton of dance classes/kids fitness stuff on youtube that we use for "indoor recess" on rainy days.

inflatable punching bag. exercise ball. pullup bar if you can anchor it in a doorway--you can also get ones that add a swing or rings. balance board. maybe one of those wheeled scooters (walmart has them listed as "spectrum scooters") so he can scoot on his butt or belly.

indoor stepping stones
balance beam
something to jump onto for a soft landing (bean bag chair, play tumbling mat, whatever works for you)
set up an obstacle course and change it periodically
we've been watching the laurie berkner live on facebook events every day (10 am) and my kid burns a lot of energy dancing and jumping along to that.

5 year old needs to burn energy, and no more playground is painful for everyone. We have a carpeted medium size basement, and we have a tunnel, some balls, basketball hoop, soccerball, bowling ball, yoga mat etc.
I want to buy 1-2 more things to add into this play area to make it more fun & burn energy. What should I get? I am not considering trampoline because of concerns of injury. It has been painful staying indoor, and I want to make use the basement area more.
