Primary.com “coziest” leggings seem pretty good (using them for a toddler, so she can’t give me much input on it herself). Their “cozy” leggings however do not seem especially warm.

We use the Target cozy leggings and Old Navy fleece lined leggings. Looks like the ON are completely sold out and the Target ones are available in limited toddler sizes, so maybe not helpful now but they will be back in the fall.
