PBS Kids app for cartoons. No commercials, and PBS cartoons are generally educational and wholesome. And you don't have to worry about them clicking random links.

SafeVision is their version of YouTube and very strict parental controls and limits to 1 hour unless you pay for a subscription. We just have the free one.
