I don't like the idea of blocking folks entirely from politician public FB pages. BUT - there should be a way for the page admins to mute (but not block) disruptive users especially those from outside the politician's district.

Of course it isn't against freedom of speech. It is about his Facebook page. He can delete or block whoever he wants. Whether or not it is the smart thing or right thing is a different question but if he only wants comments from his constituents - that is his choice.

1) My constituents can say whatever they want. Period. But I may ask you to verify that you are my constituent by privately sending me your address.
2) Non-constituents will be prohibited from making off-topic comments. I'll give one warning, but future off-topic comments will be deleted. (I.e. if you want to talk about guns, save it for my many threads I have on guns unless it has relevance to the topic at hand). This is not a general discussion board but one reserved for the topic at hand. (Constituents will also be encouraged to stay on topic but will not be blocked.)
3) Anonymous commenters (which includes anyone whose location is undisclosed or unverifiable on their public facebook page) and those from out of state who make personal attacks, threats, libel, or obscene comments unrelated to any policy discussion will have their comments deleted and their names blocked.
