Like the others upthread, I wouldn't say these things if I didn't mean them. Anyone who does so and doesn't follow through is a jerk.
I would offer on the ride home, but the Uber thing would depend on how well I knew her, because it would involve having to ask for her street address which is not cool if she's a virtual stranger.

1. If I said I’d like to see her again I would definitely follow up.
2. If it was after a first date I’d have to be very interested in her to do an hour round trip. That’s why Uber exists.
