Really? without knowing anything about OP's kid (grades, interests, targeted schools, whether they prepped for the first test, etc.) you assume that a 34+ is the only acceptable ACT score? Sure OP, just have your kid improve their score by 10 points or don't bother. (Actually a 10 point improvement would probably trigger an investigation by ACT and a canceled score).
One of my kids got a 26 on the first try and then got a 30 after some prep. A 30 is above the average in her competitive HS and a higher score would not have helped her (she had a B average).

What schools is your DC looking into? Should take test though multiple times unless in mid 30's.
