Even better, tuition fees should be capped by law at say $10k/ year.

With that amount, they probably will charge you a fee for every question you ask in the classroom.
The professors are too expensive to hire, and the teaching/research facilities are too costly to acquire.

Read more carefully. The incident with the Harvard Professor just brought additional scrutiny that has brought billions more of contributions to the colleges themselves to light. There is a longstanding law that requires that such contributions be reported to the Department of Education, but it hasn't been enforced and the colleges have been basically ignoring it.

Most have attributed the increase in foreign students at these universities to the fact that they are "full pay." This certainly casts a whole new light on that term.

The article says that this issue gained prominence after the arrest of a Harvard Chemistry Professor who didn't disclose the fact that he received funding from the Chinese government for a project that was being funded by the U.S. government.
