Call up your county in-home childcare regulations office. A huge issue is insurance. No one will cover an accident for the visiting child, if the home isn’t licensed for childcare.
What the county regulations require is a separate issue from what insurance will cover. And you still haven't pointed to anything in Montgomery County that would prohibit a nanny share. I've looked through those regs for other reasons and I don't recall seeing anything on a nanny share, but I admittedly wasn't looking for that.

Nannies work in the child’s home or their own, per the above. It explicitly states that anything else other than licensed centers or home daycares are illegal.
There were three families who wanted to do a share together a few years ago. I’m sure you could find the thread if you searched for it. I called, it’s illegal for a nanny to care for more than one family at the same time.
