OP, why not ask them? I was rejected many years ago, and they told me why (screwy landlord would not allow a cat despite pet friendly building). I ended up moving.

You are asking for a list of "rules" when this process is largely at the discretion of the HRA counselor who does the investigation. Ask them why they won't let you adopt.

No. It was me. I don’t declaw and have no history of abuse. So I want to know what the rules are.
We have dog walker, yard etc.

Yes, I would imagine if you said you would declaw, or said you would let a cat be an outdoor cat, or leave your puppy at home alone with no dog walker for 12 hours...something pretty egregious.

Why are you asking?

HRA doesn’t send cats home with people who intend to declaw the animals. The shelter also checks animal control investigation records and local law enforcement cases for any history of animal abuse.
