One of our boys got invited to a birthday party that overlaps with my toddler’s party. I could drop him off and a friend could probably drop him off at our toddler party before it is over. He may or may not make it back to sing happy birthday to our 3yo.

Yes, I would let him go.
I'd either plan a family party with an activity that the whole family could do, or I'd arrange for the kids to be elsewhere, but expecting kids to sit and watch isn't fair.
We always do cake after dinner at home on the actual birthday, even if we're having a party, so my kid could sing there.
