Most minorities in Maryland live in the suburbs, not Baltimore City. More black people are going to benefit from any road expansion programs in the suburbs than anything done in Baltimore City. Hogan didn't cancel the Baltimore red line to punish poor minorities but because it made no fiscal sense. It was a massive subsidy from the state to the city in exchange for something that wasn't going to be used by enough people. Even the existing light rail operates well under capacity.
