Women's rooms for all 3 situations.
Most women, except for the most extreme and most scared of even little boys, will understand. There are stalls, versus men's rooms where you have to see men pull it out.

If the restroom is a single toilet with a door that locks, I don't think it matters.

1 and 3 are fine. 3 should go into a stall

I wouldn't send an 8 year old girl into the men's room or an 8 year old boy into the women's room.

None of those are inappropriate but personally I’d feel more comfortable with any combination of kids those ages going into the women’s room.

Sometimes I'll see kids take another sibling/cousin to the restroom and one will go in the opposite

1) An 8 year old girl taking her 4 year old brother to the women's room

2) An 8 year old girl taking her 4 year old brother to the men's room

3) An 8 year old boy taking his 4 year old sister to the men's room
