At least in Maryland, the law is against a handheld cell phone. So no, what you’re doing is not OK. Learn to listen to the directions instead of holding something in your hand that you need to stare at.

It's illegal to use your phone at a red light, but it's becoming like driving 5 mph: not enforced because it's so common.

OP, you may feel like your car is a zone of privacy. Obviously, some people do otherwise they wouldn’t do stupid things like read the newspaper or apply mascara. Actually, People can and do see what you’re doing in your car. It’s not private.

Thank god. I wish there was a way to report people to the police via social media for taking pictures, video taping, etc while in a moving car. Absolutely uncalled for.
