Is this an in-home or a center? By unauthorized, do you mean they missed the most recent background check deadline or they weren't an actual employee at all?
Also, none of the daycares we looked at--in home or center--did drop-in older siblings because their activities/structure were really for much younger kids. A child needs to be enrolled (with all paperwork and immunizations) to go there.
