Another explanation for the expanded outreach is a lot less nefarious. The research data shows that where you apply to college makes a bigger difference than where you actually attend. Just imagining yourself among the best students in the country can indicate great potential or encourage an individual to strive harder. So there is social value created if more students, even those whose academic achievements might not get them into Harvard, apply to elite colleges, envision themselves there, and deserving of a better life.
