Many people use email differently than you do. They may not check their personal accounts very often.
Also, once people do open it and then decide to wait, that's when the forgetting happens.

If one of my other children has an activity, the venue is far and inconvenient or we are not especially close to the family, I may not respond right away. I am not waiting for a better offer. I'm just trying to figure out logistics and if it is worth the trouble and hassle of finding a sitter or giving up half MY Saturday to attend a party of a child we don't know well.
I did this recently and only RSVPd yes after I found a carpool to a party that is 30 min from our house.
