In MCPS, each HS has different rules and they change fairly often.

At my HS SSL Hour awards get tassels not cords...but lots of kids have numerous cords. Like A's..they are a bit meaningless at this point.

They can be given sash, tassels, stoles and cords. In our MCPS HS, cords were given for SSL hours (superintendent's awards), various honor societies (Math, Science, Foreign Language), special programs and class rank or organization positions (SGA president etc).
