DC gives away parking basically for free because most of the DC government bureaucracy is car dependent. Old school Washingtonians live in SFH neighborhoods in NE and SE DC, or PG County. They are not reliant on public transport and are pissed off that they can no longer easily zip around DC and parking for free.
DDOT and DPW will basically kick and scream before they are forced by the City Council to enforce the law. DDOT is actively hostile to adding bike lanes - they've been raked over the coals by the Council multiple times for their intransigence.
