Shoe tieing is not an indication of anything. Most girls start being able to do it at 5. My son was 7 and couldn't do it. I started pre-tieing his shoes, and stopped checking his shoe tieing abilities. He's 12 now, Super smart and athletic, and still pre-ties his shoes. Shoes don't need to be tied everyday. Tie the shoes super tight where he can slid his feet in and out. No Velcros needed.
