I’m sorry, no excuse. In what universe is a 4 month old considered an actual guest of a birthday party. The 4 month old would not be getting a treat bag or be counted as a number. So, no, no extra gift.

If more than one of my children are attending a party I do a larger gift. In this case since your youngest is 4 months old I don’t think you need to worry. If the birthday child is a family friend we sign from the whole family on the card, but for a school/daycare friend I would just have the kids write their name (and then translate since your child is 3 and it’s unlikely they can write their name legibly!)
